BBC, Blasphemer Protection Group, Taking Support of False Propaganda
Both the Blasphemy Protection Group and BBC have based their propaganda on reports from the Police Special Branch and the National Commission for Human Rights (NCHR). Due to their ignorance of the truth, many sincere but naive Muslims have also fallen into confusion. Therefore, it is necessary to clarify their reality.

The report of the Police Special Branch (commonly known as CID) that has been cited as the basis for the propaganda was not an investigation report at all. It was a source report, meaning information based on hearsay or some tip received from an informant.
For this reason, the government institution “Punjab Quran Board” summoned a senior officer of the Police Special Branch in its meeting and asked on what evidence they had compiled such a report, which claimed the involvement of a “Blasphemy Business Group” in all blasphemy cases, while the Punjab Quran Board itself is the complainant in several cases. In the meeting, the SSP of the Police Special Branch, “Muhammad Muaz Zafar,” completely denied on behalf of his institution that any such investigative report had been compiled. And this is not our jurisdiction but that of the FIA. The truth was that the Special Branch had not compiled any report.

Later, when the Special Branch was asked for a response regarding the report in the Islamabad High Court, the agency informed the court that the structure of the Special Branch is purely provincial, and its job is to advise the provincial government on matters of crime, law and order, governance, and internal security. The agency shares reports (information) on various matters only with the relevant authorities. The report about which the court inquired had been sent to the FIA for further investigation.

During the investigation, it was revealed that this report was received by the Special Branch in a compiled form in January 2024, which it sent to the relevant forum, i.e., the FIA Cyber Crime Wing, for investigation as per its usual procedure. But it seems that the intention was only to use an informant of the Special Branch to get an official stamp on it.
Prior to this, a similar report was prepared by the NCHR and sent to the FIA. On this, the Additional Director Law of the FIA Headquarters, “Saqif Zahid Khattak,” formed an investigative committee, which prepared its investigative report in October 2024, issued with the signatures of the FIA’s Additional Director Inquiry, “Muhammad Imran,” and others. The FIA’s report stated that:
On page 2 of the National Commission for Human Rights (NCHR) report, statistics were given about the arrest of 767 individuals accused of blasphemy. The NCHR deliberately mentioned 767 suspects to attract the attention of readers. However, on page 14 of the same report, this was contradicted, where it was clearly written that the FIA had arrested only 222 suspects. Thus, the NCHR not only objected to the FIA’s work but also to the police’s work, including complaints, investigations, FIRs, arrests, and case proceedings.
According to the NCHR, they conducted in-depth interviews with 93 prisoners, of whom 87 suspects claimed that they were asked to share screenshots of blasphemous images. This claim by the arrested suspects is completely false and against documentary evidence. According to digital forensic analysis reports, if someone had taken a screenshot of a mobile number, the sender’s information would have appeared on it. However, during the technical analysis of the suspects’ devices or social accounts, no such screenshot was found. It is also noteworthy that, according to the record, no suspect was arrested for sharing just one blasphemous post; rather, multiple pieces of evidence were obtained through digital forensic analysis from social media applications against each suspect.
According to the NCHR report, 83 suspects claimed that a girl using a “fake name” involved them in sharing blasphemous content. It is necessary to clarify here that, according to the available record, no suspect made such a claim during the investigation or before any judge during physical or judicial remand (which can be verified from each suspect’s judicial remand documents). Furthermore, no suspect made such a claim in court until the submission of the challan or the framing of charges.
According to the NCHR report, 87 suspects claimed that they were addicted to pornographic groups. This claim by the suspects confirms the investigative report submitted by the FIA in court (under Section 173 Cr.P.C).
The NCHR report claims that suspects were asked to share screenshots of blasphemous content, while on page 36, their families claimed that “citizens’ mobile devices were hacked,” which is contradictory.
The complaint lists the names of 88 petitioners (pages 39-40), but only 34 petitioners signed it, on the basis of which the NCHR initiated its investigation.
The petitioners’ applications were received by the NCHR on 28/04/2024, 08/05/2024, and 19/06/2024, but the NCHR had started its investigation on 26/10/2023, which is also mentioned on page 47 of the report.
The NCHR’s investigation is based on the Special Branch’s information and a report by a journalist, Mr. Noorani (page 56, para 06). The Special Branch has clarified on various forums that its report is merely informational, with no evidence. The FIA conducted a thorough investigation of this informational report and found it to be fake and fabricated.
The NCHR’s investigation also references a web resource called “The Fact Focus.” “The Fact Focus” is a web platform run by Waqas Ahmad Goraya and Ahmad Noorani, which has been blocked in Pakistan by the Pakistan Telecom Authority (PTA). Their stance against the FIA is biased, as both individuals are accused in various FIA FIRs.
The NCHR report does not provide any independent evidence in support of its claims. If any evidence exists in support of any allegation, it can be presented to the FIA at any time, and action will be taken as per the law. If any complainant has evidence, it should be presented in court.
All suspects arrested by the FIA in blasphemy cases are not only involved in spreading, creating, sharing, uploading, and distributing blasphemous content but are also creators of blasphemous content, admins of social media groups, or promoters of their blasphemous ideologies, designed by extremist groups from a neighboring country, atheists, freemasons, and illuminati’s 666. During the investigation, incest-related content was also recovered from their devices, which was spread on social media.
This conspiracy is designed to harm the country’s peace and progress. The NCHR’s report is based on the statements of the suspects’ legal heirs, with the aim of protecting blasphemy suspects from legal consequences. The legal heirs of the victims have attempted to damage the FIA’s reputation to gain an advantage in legal proceedings. FIA representatives had already presented their stance before the NCHR.
The NCHR’s investigative report is based on interviews with jailed suspects, claims of the suspects’ legal heirs, Special Branch’s information, and Mr. Noorani’s web articles. All these reports consist of similar baseless allegations. The purpose of this report is to protect blasphemy suspects from the clutches of the law. The FIA’s investigation is based on credible documentary evidence, such as suspects’ devices, social media accounts, technical analysis reports, digital forensic reports, and DNA reports. This is why approximately 31 suspects’ cases have been decided, and all have been sentenced. The delay in the hearing of the remaining suspects’ cases is only due to their stalling tactics, as they are well aware of their crimes.
If examined closely, one thing becomes clear: a report was compiled by an unknown group. An informant of the Special Branch was used to get an official stamp on it. Then that report was published on the website “Fact Focus” by Waqas Goraya and Ahmad Noorani. Then, using it as a basis, the NCHR report was issued. Then, based on these, a writ was filed in the Islamabad High Court.
On all this, the Federal Investigation Agency’s report comprehensively commented in these words: This conspiracy is designed to harm the country’s peace and progress. The NCHR’s report is based on the statements of the suspects’ legal heirs, with the aim of protecting blasphemy suspects from legal consequences.
